Sweet, pretty, innocent, kind, 'classy' southern girls with big hair that's normally blonde. In the olden days, they were the girls with the ginormous floofy dresses and sweet voices. Nowadays they're waitresses who live off of daddy's money. The coined phrase being: "Hi sugar, how can I help you?"

Think a modern Scarlett O'Hara.

It's like a rich girl from the American south who throws parties and stuff. They're supposed to be really beautiful, flirtatious, and have that "Southern hospitality" thing going on.
