What is the average time table of a female dog's reproductive cycle?

My female rottweiler has started showing signs of being in heat over the last couple days. She displays both physical and emotional symptoms as well. My roommate's has an 8 yr old male pommeranian who's behavior confirms something is going on with her.
She just turned 11 months on Tuesday so this would be her first heat. I plan to breed her at some point but I don't want unwanted mutts. I have also heard it's best to wait until at least the 3rd heat.
I am keeping her confined the best I can till her cycle is over but I have no clue how long that is. What is the average cycle like for a dog? How often should she come in, how long does it typically last, are there warning signs, how do I tell when it's over? All I know are some basics
 
For a dog the size of a rottie you should wait until the dog is at least 2 years of age before breeding her. You need to find a mentor in the meantime, so they can help you with getting your dog all the test necessary before breeding.

The heat cycle lasts for 21 days, 7 days going in, 7 days in and 7 days going out. Do not let your dog outside unsupervised or off leash for these 3 weeks. Find a mentor quickly so you can do the breeding in a respnsible manner if you must breed.
