What is the best bike lock under $30 to lock a bike around a college campus area?

I am looking for one that's not too expensive, preferrably U-lock (or cable?) I don't think my campus has HIGH bike theft, although I'm sure there are bike thefts nonetheless. THerefore I don't need anything too expensive + bulky but nothing too small either because sometimes I need to lock my bike to stationary objects other than bike racks.

I'm debating between Kryptonite and OnGuard, not sure which is the better contender.
