The absolute best way to remove rust is to simply remove it - cut the rusted panel out about 1 or 2 inches from the rust and weld in a new repair panel or sheet metal.
If the rust is merely surface rust, grind it completely off, seal the metal, prime and paint it.
Despite the hype, there's really no product that "converts" the rust back to solid metal.
