What is the cheapest NEW SUV? and good in-house financing dealerships?

I'm looking to buy a new car, or slightly used. I want an SUV style- doesnt have to be huge. I'm looking for the cheapest on the market, and a dealership that would have in house financing. Thanks for any help! (cheap is under $15,000, and I live in VA)
