what is the deal with the Ecstasy cigarettes?

ok so my friend promised me to quit smoking so he moved up to these Cannabis, Nicotine, Tobacco, "free" cigarettes called Ecstasy but then he smelled like marijuana and acted like he was 'high' all relaxed and smiley and stuff so i checked out the ingredients on the cigarettes and it has herbs like Nepeta cataria, Skullcap, Lettuce Opium & Mint, So is it the cigarettes (whatever these things contain) or did he cheat on his promise?
