No, you are obviously not educated on your fish types. No offense, of course. I'm not an expert either. But I do happen to know that a one gallon tank is too small for anything except a betta. Puffer fish need lots of equipment with large saltwater tanks, they are definitely not for beginners.
I would suggest starting out with either one male or female betta. Put a bamboo plant in the tank and some rocks. Get some betta food and maybe a few frozen bloodworms. Then you can read a little about them and get one. Also, NEVER but two bettas together unless they are both girls or you are a well educated breeder who knows what they're doing. Which I can tell you are not.
My advice is read up a bit and then start with a betta. I hope it all works out ok.
