what is the maximum capacity a hawk can pick up?

Weight and size wise i mean. my neighbor has 2 small dogs, both are a little chunky
i dont know what kind of hawk, one that can pick up a crow off the ground. my neighbor saw it, not me. my neighbor is worried it would pick up her yorkie and her 2 small mixes.
 
What type of hawk? Not all hawks are the same size.

I think I read somewhere that Redtail Hawks can pick up about 5 pounds, tops, although that might be incorrect. Although they don't really tend to swoop down, pick it up and carry it off, unless it is very light. If you see them hunt larger things, like rabbits, they swoop down and eat most of it there, unless they are spooked. So, although the hawk might not carry fido off, it could still kill it if it views it as prey. Another reason why those tiny, rabbit-sized or smaller dogs are totally impractical.
