There is a game I played I would say back around the time of Windows 98. It was a RTS game that took place on floating platforms in space. The enemy would setup towers that shot lasers, and you could build towers that would put up a barrier protecting you. It was somewhat futuristic yet graphically it was about the same as Warcraft II. I can't but think the word Storm is in the title. But I could be wrong.
