As a former member of the Armed Forces I know why it is now required, but colleagues and I were wondering where the rule comes from.
If uniformity is the only reason, why not be uniform *without* headgear? There must be a reason!

Why required outdoors? They have emphasized uniformity in the military ever since Baron Von Steuben taught the importance of drilling in a formation and marching as an element during the Revolutionary War. The reason anyone would wear it in the first place, protection from the elements.

But for removal indoors likely came from victorian-era courtesies in which you removed your hat at the door, nowadays is just standardized for uniformity.

Sort of like shaving, it used to be mainly because the gas masks in WWI would not seal if not clean shaven, now we just do it for uniformity. You might recall some famous photos of civil war generals with ridiculously huge beards.

i know that the metal helmet was an invention of the french during ww1. the germans carried it to the highest level of protection until the "fritz" kevlar helmet came along.
