What is this in French? Sounds like, elle est toujours a tah/a tar'?

I have no idea what the thing that sounds like 'a tah' could be...I definitely got the 'elle est toujours'.

Any ideas?

Thanks Josie, but it definitely wasn't en retard, I know that phrase. =) It sounded like 'a tar' or 'a tarh'.
 
hmm could be "retard" meaning late,
so she is always late?

could be a possibility :)
