Is downloading free American Blueray or HD movies (such as Salt, X-men etc.) illegal in U.S?
What If i downloaded Korean movies or Chinese movies ?
Because I think that foreign movies are not American issues, I can download they freely. Is that right ?
There's an international treaty called the Berne Convention, which says the signatories will respect eachother's copyrights. All but a very few countries took part in it, so no, you can't legally download copyrighted foreign films.
You can download movies whose copyrights have expired (very few) or those that have been voluntarily released to the public domain (ditto). Anything else is illegal.

Which means all of them are illegal, because they are all free.
But no one really cares, if you download them nothing will happen to you.
Those movies are not free and that's the point. Torrents as such are not illegal, those are just the means. What IS illegal is downloading copyrighted material without paying for it, no matter how and where you download it. So if it is something that is sold in any store (online or in physical stores), you can bet that downloading it for free is a crime. Be it via a torrent or any other channel.
It doesn't matter where the movies come from, Korean movies are copyrighted too. You may be less likely to get busted...
