What makes a drawn background interesting?

Whenever I draw a background for one of my pictures, it comes out as boring and unimaginative. No one else points it out, but I really don't like the look of them.

I also have very little knowledge of how to draw a background with a city setting. Of course, I have tried, but they're very boring and don't have much of a presence on their own.

soon, I'm going to start drawing landscapes by themselves so I can find a way to make landscapes themselves interesting in some way, but I also need input from fellow artists.

When you want a background to stand out and have merit of its own even if it's just a city background with buildings and windows, how do you draw it?

Is it more details, more color? Perspective, maybe?
