What privacy legislation dictates that Rogers can not show incoming call...

...information.? After receiving a higher then normal Rogers bill, I was researching my invoice. I had some concerns because my wifes phone went way over the alotted weekday minutes. I was concerned because we generally only call each other and the people on our MY5 (all calls should be free). I also noticed that there was an incoming call that came from the same city my mother in law lives, who is on the My5 and wife doesn't know anyone else in this area.
Naturally I wanted to investigate further, so I called Rogers and was told that because of the Privacy Act( don't think there is such a thing in Canada, but I assume they meant privacy legislation) it was illegal to give out the incoming calls information. It was suggested that I could only obtain this information with a police warrant (which is ridiculous for a billing dispute).
I'm wondering if someone could tell me what privacy laws prevent this information from being released?

Side note: after an extensive investigation I found that one of our my5 numbers was inncorrectly entered in the system, had I listened to the Rogers rep, who told me that everything on the account was fine, I would have continued to have this problem.
