What should be my proper body measurments (body fitness)?

I'm 19 years old. 5'8". My arms are 14 3/4 inches. I weigh 163. I wanted to get my arms size 16 and my weight to 150. Would I look weird? If so, what should my weight and arm size be? (I don't want to look huge, just pretty big and cut)
