what the heck is my dog doing and what does it mean?

When I let my little kitten out of my bed room he will run around the house like a crazy man and all of a sudden my 9 year old male Shetland sheepdog will take interest in him which is completely weird because we have always had cats and kitten and he always completely ignores them. but my dog will wag his tail and his little ears go up and he will then look at me, then look at the kitten, and then look at me again and start to (I don’t know what you would call it) but its like a low whine and he normally does thar get my attention but its not a whine at all.

What is he doing and why
and why is it that he likes this kitten and not the others?

i know i already asked this but i want to get more opinions

he probably wants to play with the kitten but is not sure how to go about it.he must feel frisky watching the cat run around and maybe it reminds him of his younger days when he did the same thing. i brought my 10 week old pup to my daughters house and her old arthric dog who hardly moves got up and fetched her ball so she could join in the fun with the pup. so they want to play too and not be left out.
 
he might feel like he has a special connection with your kitten and want to mother it (even though he is a boy) it's not bad, so long as there's no fights :)
 
Did any of your kittens ever run around like he does? Maybe your Sheltie is just worried about him for some reason. I know someone who has a German Shepherd and she does the same thing with her kittens. She stares at them and just whines. Sometimes it's because she wants to get near the kitten, but the kitten doesn't trust her so it gets frightens and runs away.
 
It sounds like he is trying to play with the kitten. Even if has been around cats all his life, every animal is different and he may feel like this one is something really special. Hold the kitten close to him and watch what he does.
 
Your dog wants to play with the little guy. He feels its energy and hes looking at you asking you if its alright to play with the kitty. Why does he like them over your other cats and kittens. Only he knows that! Maybe your dog is in a playful mood and this kitten is the most rambunctious one.
 
Two words: Herding Instinct. The kitten is running like a crazy thing, like kittens do, and your dog thinks he needs to bring it back into the "herd", but knows he's not allowed because he hasn't been allowed to chase your pets before. He's wanting your permission to do what his instincts are telling him he should do.
