What to do when telephone lines are cross?

A few days ago I picked up the phone and someone was dialing a number, they were not in my house. I said, “hello” they replied, “Oh I’m sorry”, and hung up. As if they knew they what was going on. I’ve been hearing clicks and other noises on an off and had a feeling that some one has been listing in. But then reasoned, Why would someone tap my phone. I think my lines were crossed on purpose. I'm more concerned because my house stands alone and a person would be noticed if they were on my property, to access my box. Does anyone know how this line cross is done and what can I do to prevent this from happening again. So far Verizon has no answers for me and seems to be taking this very lightly.
