What type of meter can you use to get closer to a stolen two way radio when they are

using it. ? The radio is a motorola HT1250 and is programmed to 466.XXXXX MHZ and was stolen and being used inappropriately all day and interfering with business. What kind of device specifically could I use to know where the radio is located when they start transmitting again if they find a way to charge it (they forgot to steal the charger). I know the general area within a 1/4 mile of where the radio is being used. I want to see the signal on the meter get stronger as I walk closer to the person thats using it.
