whats better for hiking and biking? Death valley national park or phoenix arizona?

my bf and i want to plan some hiking and biking (road and mountain) between Mar 13 and Mar 21. Whats better flying to las vegas and driving to "death valley National Park" or just flying to Phoenix, Arizona and checking out the parks/trails?
