What's with the fillers?!?

I'm getting so annoyed with Naruto Shippuden! Too many fillers that just take place in the past. Is it really necessary to use fillers now? The Manga is starting a new arc. Theres plenty of time until the anime catches up. At least wait until Danzo dies or something.

Why are there fillers now?
