What's wrong with the internet today? It seems to be responding slowly today?

I don't know what's wrong with the internet today. It seems to either be responding slowly or it stops responding for about a few minutes. I think my internet might be affected by the cold weather.

I have also noticed a blank screen on Youtube, every time I try to watch a video.

Can someone tell what wrong's the internet today? And, why is it responding so slowly today?
