When a woman complains about being pregnant people blame the man for not

wearing a condom. Why don't they...? blame the woman for not insisting upon anal or oral only?

Pregnancy is the side effect of not using birth control.
Both people are to blame for not discussing what to use to avoid pregnancy before sex.
Still, for the most part, the responsibility lies with the female for birth control methods.
