When did Rossini wrote the piece "introduction, theme and variations for clarinet"?

I'm making a project on this piece, and i can barely find information about it. As much as i could find, nobody knows when it was written and even if Rossini wrote it alone!
If anybody could help me i'll be very glad for it.
