iOS 7 is released when Apple releases the update. No one knows when it will be available, but it will be announced during WWDC later this year. Pretty much iOS 7 is released when the next iPhone will get released, which is the second half of the year.
iOS 6.1.4 is only available on the iPhone 5. They're just bug fixes that were found only on the iPhone 5.
