when i am downloading a torrent, i cant browse the internet?

it just says no connection, but when i connect to a neighbors unsecured network (same download speeds), it does work? is there a fix for this?
can ISPs tell youre downloading a torrent and block internet access even though the download continues?

and what does resetting your history do? options>preferences>transfer cap

Yes ISP use "content management" to throttle connections through certain ports to certain clients. Change ports and encrypt your entire data stream, and this problem will go away.
