When I try to use my webcam, my computer starts buzzing?

I use a Dell Inspiron B130 laptop, and everytime I try to record a video or videochat, my computer instantly makes a buzzing noise that doesn't stop until I turn off my computer, even if I disconnect my webcam. I think the problem is my computer, not the webcam because I've tried using two different webcams, and they both have the same problem. I didn't have this problem a year ago, but when I recently tried webcamming, my computer started buzzing. The webcams are able to take photos and mute videos, but sound recording never works, even if I try using a different microphone.

Does anyone know what the problem is and how to fix it?
