The "church" is the universal body of believers and followers of Christ, it is not an organization situated in a particular city or country. It has no finite location, it is everywhere.
Christ told Peter to build His church upon Himself, that is Christ, the Word of God. The word for Peter used means a little pebble, where the word used for "rock" would be better translated as mountain of solid rock.
