When running or biking around a neighborhood, how come people don't use the sidewalk?

I see people jogging/running or riding their bikes through my neighborhood all the time. Usually they are running in the street next to the sidewalk. I understand doing this when there is a bike lane, but there isn't! So all the cars have to move over to not hit the person when the person would just be a lot safer just staying on the sidewalk. Is there a reason for not being on a sidewalk?
This excludes actual cyclists that can sorta keep up.

I mean a lady taking a stroll on her bike through the neighborhood, etc
 
personally i dont use the side walk because theres just not enuff space. i like useing the streets because theres more freedom i guess. idk its just a habit i have
 
well once ur 13 u have to ride ur bike on the road i was told its the law and runners don'tt use the sidewalk coz there could be heaps of bumps and ditches that thdon'tont see and couId injer them selves
