When someone "Friend Requests You" on Facebook, I click "Do you know ----." What

is this? I recently removed some people from a block list and they added me back. As a lie, I simply clicked on the message "do you know this person" and then I was prompted with a message saying "this person can no longer send you requests on Facebook." Okay, very nice. But does this mean that I no longer need to block them? Also, since it can happen to me, as well, is it going to hurt their accounts? I'm all for dropping some weird friends from my life, but I also don't want their accounts to get canceled or flagged. I just don't want them around ME. Does that make sense? Does anyone know what these new Facebook privacy settings mean?

I don't go on anymore so every time something new happens, I check google and yahoo for my information.
