rather than rented? at an affordable cost of course.

Not at all. Councils need to build up affordable social housing stock.

Mortgages are just one way of securing a home. If you can get a mortgage why should you take a home from someone who can't?

In those days very few people actually owned their homes, the idea of home ownership would have been an alien concept to most.

no because in those days alot of women were housewives and there wasn't much money around so all they could do was pay rent which was cheaper than buying

The whole point of council housing was to provide homes for people who could not afford a mortgage.

Well, the first council houses date back to the 1920s or 1930s. At this time very few people bought their own houses.

The idea was to provide housing for people who could not really afford to rent in the private sector.

No and the biggest scandal of all is that all the money raised from Council house sales had been robbed by central government to prop up the economy and not to build new council housing as it should have been. All those years where Labout were telling us that the nations economy was in safe hands was a total smoke and mirrors excersise!!
