When you have a lamp that states a max of 60 watts, does that include CFL's?

I have a CFL that is 42 watts and one that is 20 watts, can they go into a max wattage of 60 watts? I assume so but want to clarify

No, 15 watts is equal to 60 in brightness, but CFLs are included.
