Where buy a car in Dumfries or Carlisle?

I want a car that is about 8years old onwards. That can do at least 108-110 mph. It has to be a small car like a Renault Clio. I want to insurance to be cheap on it. My dad is going to cover me with 12 years NCB. The budget is about £2500.
