Where can i find the soothe bell in pokemon gold?

I'm trying to make my Eevee happy and i heard this is an easy way.

I think on National Park for HeartGold. But if you mean Game Boy Gold Soothe bell didn't exist until Ruby, Sapphire,and Emerald.
