where can i report a daycare with poor nutrition?

My baby brother and sister have been going to a daycare in the state of Texas. They love the kids and teachers but the menu is absolutley dreadful! My mother has already told them that to give them fresh fruits and veggies. What really upsets my mother and I is that many times both children go almost the whole day without eating. ( Both are PICKY eaters) Please any moms know where to report this?
