Where can I throw a party?

My birthday is in a week and my friends want to throw me a party but we dont have a place where we can throw it at... Sooo my questions are...

Where can we throw a party where people if people are loud it wont be too much of a problem?

How can we rent a penthouse? What hotels have nice penthouses? What are the rules for them?

Hold your party at a bowling alley. Its already loud there with the rolling balls. All your friends could have a great time bowling, depending on how many people you are looking to invite.
I don't think you would beable to rent a penthouse, normally the hotel will only allow a certain amount of guests per room
