If you want the fully-automatic version, it's illegal per the 1986 Hughes Amendment which prohibits the ownership of machine guns that were not registered before May 19, 1986.
If you want a semi-automatic version, go to a gun dealer and ask if they can get you one.
I imagine your local firearms dealer would be able to order one for you, but he can only order a semi-automatic version.
If you're looking to get a fully automatic Tar-21 assault rifle, you need to file for your Class III permit, which is required to own automatic weapons, suppressors, and sawed-off shotguns. This can be done by paying the $200 tax that is required and getting a background check.
It's going to be expensive (most likely over a thousand) and it will take time, but talk to your local gun dealer.

Barrett was going to partially build them in the US to defeat the import ban but mostly to allow Israel to use US aid money ( can only buy us weapons) to buy the Tavor with aid money.

the TAR-21 is to new to be grandfathered and it is a Israeli rifle so it would have to be imported and it dosent qualify for importing so untill they change the laws or they start building them in the us your out of luck. and it would be quite expencive. It's one of thoes brand new NATO rifles so you know it is going to be pricey.
