where do I buy OOPS tar remover?

WD40. Marvelous stuff! It will remove tar from most surfaces and it's good on sticky glue.
You would be amazed at the uses for WD40. Always carry a can in the tool-box.
 
A local paint store should have it. If you're removing tar i would suggest a product called Contractors De-Sol-Vit, its a citrus based cleaner & cleans virtually anything.
 
Depending on where you live, Home Depot. I've bought mine there. I guess if you don't have a Home Depot, maybe any hardware store.
