Where should i go for my Birthday Vacation?

For my 16th birthday, my present is a 4 day trip to somewhere in the US with my best friend and our moms. We've been deciding where to go but we cant decide. Its between a Spa day in Arizona, San Fran, or New york. Its in december. Ideas???
