Where should I leave my outdoors cat on vacation?

I have a male cat one and a half years old and I am going away for 3 weeks. The cat sitter option is out of discussion. There is the option of leaving him to the cat kennel, there is a garden, he will have to stay outdoors all the time because the place is packed with cats (thus it will be more probable for him to fight and get some disease, even if he is vaccinated and neutered). The other option is to leave him outdoors and have a neighbour give him food and water on a daily basis. Unfortunately she won't be able to cuddle him because she is allergic.
Note: he loves staying outdoors for all night and most of the day, there is just one other cat in the neighbour-hood, no dogs, and lots of green and trees in the area. My thoughts are that if I leave him to the kennel he will be traumatized because he will think we have abandoned him (that's from where we took him in this May, he used to belong to an old man who died before). Plus there will be nobody to cuddle him anyway. Furthermore, he must be used to the idea now of someone coming and then returning (my boyfriend travels a lot and sometimes he is away for 2 weeks). My concern in both cases is if he gets so depressed he stops eating (but I guess that a kennel will be even more depressing).
