Which is better, two dual 10 inch subs or one dual 15 inch?

Which would be better, two dual 10 inch subs which are 1000 watts rms each or one dual 15 inch sub pushing out 1800 watts rms, would be powered by one 2400 watt amp, I know both are going to be excessively loud but which would give better sound quality? same make and quality
