Which martial art is most effective for "flashing" someone out QUICK and be...

...able to run away? And WHY? I need to learn martial arts for self-defense.

However I need a strategy that allows me to knock someone out or at least "paralyze" him or her temporarily with some hit, and while they're distracted with that I can run away.

Don't just state the name of the art, I want to know why you think so too.

street fighting, simple reason, it's made for on the streets where anything goes.
Easy to learn, you could mix in small parts of other martial arts aswell, making it stronger.
And for the most part you could ask most men for help on it, brothers, fathers, uncles, cousins and friends.

if its for self defense you can go do a course first so you have at least something to work with.
then join a club or dojo for more long term training but more enduring results.
Ive attended a kyosho workshop which works with pressure points and ive found it very useful(as preparation:ive never used any of it in actual situations). When people talk about pressure points they usually think paralysis, exploding hearts, permanent blindness etc but this is not what it is.
Your use of the word 'flash' is an apt description for what some of this is. it gets a reaction out of your assailant well enough for him to leave enough of an opening to strike again or run away. Besides this it has many other strategies such as breaking locks through pain or uprooting an assailant.
there might not be something like this in your area though but you can find stuff on the internet and try it on a partner
some advice i give my students is that self defense is always about survival. Once again when you talk about SD people's minds go to kicking, punching, locks, throws an so on BUT running away, and talking(when facing a gun) is also very good SD.

ALL women of today needs a reality check. Most women I see around don't know the basics of defending themselves. They'll juggle cell phones, driving, shopping, kids... but being aware is 9/10th of the solution and the best training really helps women improve their awareness level so they can prevent getting attacked.

(CKM) COMMANDO KRAV MAGA is the way to go based on your description. It is the best reality based street survival system in the world. it is used by top law enforcements like the FBI, SWAT teams, Mossad, Special Forces, etc. It is a hand-to-hand combat system developed in Israel which involves wrestling, grappling and striking techniques. It has since been adjusted and refined for both civilian and military applications. Some adjustements include the incorporation of elements from traditional Asian martial arts. The philosophy is threat neutralization, offensive maneuvers and simultaneous defensive and offensive maneuvers. Practitioners are taught right away to go from defending to attacking AS QUICKLY AS POSSIBLE, and most blocking techniques are designed to do this. These techniques are truly devastating, and will incapacitate and neutralize the threat.

When practising Martial Arts, there is an element of physical fitness that is required. But don't worry if you're not presently fit. When learning and practising Krav Maga, you will become fit as you go along!

in my opinion KUNG FU is the best. i have done boxing, judo and kung fu and i have found it to be the best.

why?
because it not only teaches you how fight and win completely but also how to just punch, kick, locks, hold and wrestling. it is all about discipline and control. it also makes you extremely fit and strong.

There is no magic bullet martial arts that will allow you to do that. Self-defense is always part luck. Even with many years of legitimate training luck will always be part of the equation. Most self defense situations happen without prior warning that they are going to happen. Those that are well trained have an advantage. Those that don't run a higher risk. There is nothing that is quickly or easily learned that is of much value. It simply takes tome and hard work to gain realistic skills.

There are several options.

The most popular is pepper spray.
My personal choice is the cane/walking stick as a weapon.

The walking stick allows you to disable while maintaining a safe distance.

The standard method taught by all martial arts is AVOIDANCE.
Remain alert and aware of your surroundings.
That way you can stay out of dangerous situations.

The best self-defense is avoiding situations in the first place!

I cannot speak on all martial arts for as i only practice taekwondo, BUT when you obtain a blackbelt in taekwondo YOU MUST start taking judo, for tons of 1 steps have judo grabs and throws, i am under master Kim, Wtf taekwondo, when you take taekwondo judo is kinda incorprated. But to answer your question taekwondo would be great, assuming your atleast alittle bit flexible, they can teach you the rest, but i suggest sitting in on a taekwondo class, just find one near you ask if you can observe to see if its right for you. if you just want self defense and not the discipline of taekwondo i suggest women self defense classes.
