Which Oregon town has the best blend of the outdoors, music/arts, and diversity?

I am a college aged male looking to eject myself from a crummy cultural experience in Utah. Which of the following towns offer the most diverse outdoor/social/art experience?(feel free to recommend others) Eugene, Corvallis, Ashland, Vancouver.
So In other words, if you were/are in your early twenties and were looking for the best place to meet other young people with these similar interests, which town would you pick? (If you know of a town in WA state that meets my criteria let me know.)
Portland is not out of the question, but I am looking for a "baby" Portland. Somewhere more authentic, less busy, and with not so much emphasis on the "scene". I'd like a town with plenty of opportunities for outdoor life (camping, biking, close to an ocean is a plus) and a strong arts community.
If you have lived in Oregon, please give me the low down on your cultural experience.
