who administrated medieval vampire and witch hunts?

my brother and i have this argument about who administrated the witch and vampire hunts of medieval times. I say that it was catholic people who carried out most of them but he says that they were just random people i want to know for sure give me your best answers
 
Most witch hunts were started by the catholic church during the dark ages. If you didn't tithe you were a witch if you cursed you were a witch, they used all kinds of excused to scare the population, and keep their money supply coming in. The other churches later in New England and Europe started persecuting people as witches. Unfortunately most of the people they called witches were innocent.
 
Roman catholic then catholic then christian quakers.
