Who do I contact when my car is impounded because the driver had a suspended license?

My boyfriend was driving my dad's car (WA plates) and got pulled over in Long Beach, CA because my sebring didn't have plates in the front. But there's no where to put it, unless we put it on the dash board. Also, how much will it cost on average to get it out after 30 days? Also, can the registered owner get it out prior to the 30 days?
