The answer is subject to interpretation. The game "Rounders" dates before baseball.
I once read a newspaper article where Russia had a claim (but gave it up) to the genesis.
Thus, the concept is subject to controversy ... the name "baseball" is American but Cartwright and Doubleday lay claims.
 
Alexander Cartwright generally gets credit for inventing many of the rules of baseball but the history of the game is much to complex to credit any one person.
 
The majority of "experts" credit Abner Doubleday as the inventor of baseball. However the actual inventor of baseball was Alexander Cartwright.
