If someone takes a photo of them naked on a beach they get upset... But they create a film with a nude scene??

In the scenario you mentioned, it has more to do with the right to decide. They do a film nude because they want to, but some random Joe Schmoe who takes a picture of them on the beach is doing it without their permission and/or their knowing.
