Why are gay relationships so fickle?

I've been flirting on and off with this guy for about two months ago. He knows how I feel about him and he continues to hang around. Earlier this week I asked him via text if he thought that we could ever be more than friends (we'd skated around the issue of dating before only to draw no conclusive answer because we both are dealing w some things personally), he didn't reply. We continued to hang out and stuff like we normally would. I couldn't stand avoiding the elephant in the room so I finally asked him about it. He response was that he didn't know how to reply. I told him to just be honest but still couldn't pull an answer from him.

What should I do now?
Plus, he's not completely out...
