It was a REPUBLICAN congress that made the change in an attempt to scare Clinton.

Republicans get what they want, thinking the bad parts they are aiming at Democrats and Liberals only apply to Democrats and liberals.
They forget the reality that all the new power they are OK with a Republican President having, the following Democrat President also gets.
They have some delusional child-like expectations on the whole entire system.

If Bush was as good as they claim, he could do without the secret service detail as soon as he leaves office.
