Why are so many victims of Hurricane Katrina still waiting for help from FEMA?

Obama ordered the Federal Government to "cut red tape" for assistance for victims of Hurricane Sandy, bu tthere are still milloins of unpaid claims from Katrina. Where has he been for the last 4 years when it comes to "cutting red tape" for hurricane victims?
