Probably because there's a irresponsible breeder in the area pumping out as many puppies as they can to try and make money, aren't being picky about who takes the pups if they have the money, and the dogs are ending up in shelters when the people that bought them on a whim realize they no longer want them.

Because they are cute and cuddly, but no one realizes that they tend to be nervous and fearful and needs to be well trained and socialized

I'd like to blame it on that movie they came out with last year, but the sad story is these dogs are not the best dog out there. They are nervous, they bark and they tend to bite. Some out of fear and some just because they can. They are frequently called ankle biters. They are possessive and dominate.
Before some of you start screaming, I will admit that my above description is a stereotype (mostly) and that Chihuahuas come in different sizes. Your larger ones can make excellent pets.

Because they are passing out of fashion, no longer trendy, they have gone the way of the weimereiners, bichons and poms before them.

Chis are last year's news.

Yorkies are the "it" dog now, don't you know? Next year the pounds will be full of yorkies.

Sigh.

Thank Paris Hilton. She, and the rest of Hollywood, made them look too cute to pass up. Who wouldn't want to carry a live animal in a $1,500 handbag? People don't realize that they're not a good breed choice for a lot of people, plus there are the idiots that keep breeding "teacup" and "micro" puppies.

They are easy to breed in a tiny house and sell through the local want ads- but then people get tired of them when they get a bit older. Yup, Chi's are like mice in some places...so sad for them.
